Each successive rank controls a larger territory, and each boss is in command of the ranks below them within their territory. When a crew grows large enough in number, a member is promoted and given their own crew in order to take over new territory. History

The Bluebacks were somewhat inadvertently created by Emperor Steve and Chancellor Eric, who were roommates while they attended the Quinlan School of Business in Chicago. They decided to take advantage of the widespread chaos following the outbreak of the Vanthavirus, and put their business acumen to use by seizing control of most of the liquor supply in the Chicago area. They employed the use of local thugs to do this, and the operation quickly grew to include drugs and arms, which they also needed to secure their inventory. During this process, they discovered they needed a better organization scheme for the hired guns, and so they created the Bluebacks as a way of solidifying the group, which grew quickly into a sizable cartel. By promoting some members to leadership positions, they began expanding their territories, and took a "hands-off" approach, allowing each region to function somewhat autonomously while still answering to the two founders. This allowed them to continue running the business while "not getting their hands dirty."
