When a character’s pack is full, they are considered to be incumbered (technically over-incumbered). Whenever a character is incumbered, their Speed drops by their Dexterity score. This is because the more weight you carry, the slower you are going to maneuver. While this is not a big deal when simply “humping” stuff around, it becomes a problem when a dangerous situation develops.
Example: a character has a Strength of 7 and a Dexterity of 8, and thus they have a Speed of 15. If they have a full pack, their Speed would drop to 7 (subtracting Dexterity score).
