A world rendered lawless. Sometimes the only way to get what you need is to acquisition it through methods previously viewed as unscrupulous. It's a dog-eat-dog world out there, and when other methods fail the Outlaw comes in. Stealing, grifting, and forgery are the name of the game for these individuals. Having someone skilled in these methods can give a group the edge it needs to get ahead in this miserable landscape. In a constant battle for resources, often the best play is to acquire what you need without the heavy risk of using head-on force. And when negotiations fall through, the Outlaw finds another way.
