The Federation of New American States is perhaps the best attempt at forming a legitimate government to replace the United States in the Aftermath. It was "rushed into production" within a few months following the decline of civilization by the surviving members of the former US Senate and House. The Federation consists currently of 11 new states, made up of the former Continental US, minus Texas, which declared itself independent. Hawaii also declared its independence, and Alaska was annexed by Canada.

The eleven new states are California, Cascadia, Dakota, Lincoln, West Lincoln, New England, Sterling, Cumberland, Pennsylvania, Michigan, and New Virginia.
