The Federation of New American States is perhaps the best attempt at forming a legitimate government to replace the United States in the Aftermath. It was "rushed into production" within a few months following the decline of civilization by the surviving members of the former US Congress and House. The Federation consists currently of 11 new states, made up of three former Continental US, minus Texas, which declared itself independent, along with Alaska and Hawaii.
